Dustin Oliver Ling
Director, Global Public Sector Group, Citi Corporate & Investment Banking
Dustin Ling is a Senior Director at Citi with over 14 years of experience in finance and banking. He has worked both in the U.S. and internationally, including Canada, the Philippines, India, Costa Rica and Hungary.
Currently based in New York City, Dustin is a Senior Banker at Citi’s Corporate & Investment Bank focused on coverage of Public Sector clients. In his current role he serves as a strategic advisor and relationship manager to numerous multilateral and development organizations. He also helps drive digital money efforts in the interests of his clients. He most recently served as Global Business Manager and COO of the Global Public Sector group, where he led and oversaw strategy, marketing and business management of the $1.8 billion franchise, which entails client coverage of central governments, central banks, sovereign wealth funds, state and local governments and development organizations worldwide.
Prior to this, Dustin was Director of Strategic Planning for Citi in Canada where he led country strategy, business development and marketing for the $1.2 billion franchise reporting to the Chairman & CEO of Citibank Canada. During his tenure, he helped lead the transition from a consumer to an institutional clients’ focused strategy, while driving product, regional and segment growth initiatives.
Since joining Citi, Dustin has held increasingly senior positions at the firm both in the U.S. and globally in various capacities from back, middle and front office. In 2002, he began his career at Citi as a management associate in Operations & Technology, Finance and Shared Services, where he worked across key regional hubs in Asia, Europe and Central America. He subsequently also spent several years in Global Compliance working for several of Citi’s Chief Compliance Officers during the financial crisis and the industry’s period of significant regulatory reforms.
Through Citi and also within the wider community, Dustin is a leader and advocate for diversity, inclusion and equality. He is deeply passionate about the intersectionality of diverse communities as demonstrated by his leadership in content development, best practices and talent programming. The intersectionality speaks to his own personal experiences as a Dutch national from the Caribbean with a strong Asian identity through his Chinese ancestry and values – all of which he is extremely proud of.
He is a senior advisor to Citi’s Asian Pacific Employee Network and also serves on the Board of Ascend New York, a non-profit focused on improving the talent pipeline of Asian business professionals through the ranks and ultimately to the C-Suite. He has led and currently advises on the content programming for the Ascend IAG regional conference in New York with a focus on developing and advancing Asian talent.
Dustin also serves in leadership council positions in Citi’s Employee LGBT Pride Network, OPEN Finance (LGBT Finance Industry professionals) and the Williams Institute (LGBT Research & Analysis) to help drive understanding, awareness and advancement of LGBT issues and talent. He is especially proud of his work as Co-Chair of Speaker Series at OPEN Finance and recently has accepted an invitation to join Asia Society’s Asian Alliance Committee to further explore this specific diversity intersection.
Dustin is a graduate of the University of Miami’s Business School and received a BBA in Finance and Marketing with a specialization in Computer Information Systems.
